What is the special traffic zone around Dubrovnik Old Town?

The City of Dubrovnik runs the zone under a City Council decision published in its official gazette in 2024 and amended in 2025 and 2026. From 1 March to 30 November only authorised vehicles may enter, drive in and leave the inner city area: the districts of Grad, Pile-Kono and Ploče iza Grada, including streets such as Zagrebačka, Frana Supila, Branitelja Dubrovnika and Put od Republike, and the areas of Ilijina glavica, Sveti Jakov, Pile and Ploče.

Enforcement is electronic, with video surveillance. The Tourist Board says warning screens and traffic lights on the main city roads alert drivers as they approach or enter the zone. Camper vans and caravans may not enter at all during the period.

From 1 December to the end of February entry is otherwise unrestricted, though the Mayor can switch the system on outside the season, for cruise ship peaks or events. The zone covers the named area around the walls. Gruž, Lapad, Babin Kuk and the airport road are not in the list.

When can a hire car enter the zone?

In three cases, each arranged in advance. With a prepaid, reserved parking space at one of the two public car parks inside the zone, the Žičara lower level below the cable car or the Pile car park; with a stay at private accommodation that has a garage or private parking, where the host has registered the car's number plate ahead of time; or with a stay at a hotel inside the zone.

A prepaid space comes with a time window. You may enter no more than 20 minutes before the booked slot starts and must leave within 20 minutes after it ends. Reservations go through the prepaid parking site of Sanitat Dubrovnik, the city's parking company.

Hire cars are not exempt. The City's instructions say offences with rental company vehicles are fined under a separate City regulation, and the rental company can pass that fine on to you under its terms. The host's registration of the plate has to be in place before the car enters.

What happens if I drive into the zone without access?

The general decision sets a fine of 260 euros for a private person entering without authorisation, and a 2025 amendment allows a written warning instead in some cases. For hire cars the City applies its separate rental-vehicle rules, and the rental company can pass the fine on.

Under the hire terms, fines are the renter's responsibility, and a fine that reaches the company after the hire is charged to the deposit with administration costs. Some companies hold the deposit for 30 to 45 days after the car is returned.

Where do I park if my accommodation has no zone access?

The Tourist Board advises parking outside the zone, naming Gruž, Ilijina Glavica and the public garage, and taking the city bus to the Old Town. It also says there are public garages and car parks outside the centre. Ilijina glavica also appears in the City's list of areas inside the zone, so check the route and the garage's own conditions before driving there.

Street parking in the city is run by Sanitat Dubrovnik in zones. Zone 1, the business zone around Gruž and the port, and zone 3, the wider city streets including Lapad and Gruž, are charged every day from 06:00 to 22:00. Zone 2, around the Old Town, is for residents with a permit. Zone 0 is the two reservation-only car parks inside the traffic zone, charged around the clock; an hour there costs 20 euros from May to October and 5 euros from November to April.

How do I pay for street parking in Dubrovnik?

At a parking meter, by SMS, through the BMove or Dubrovnik Parking apps, or at a Tisak kiosk. Meters do not give change, so insert the amount for the hours you want.

For SMS, text the number plate without spaces to 708201 in zone 1 or 708203 in zone 3. A confirmation text comes back; if none arrives within two minutes, the payment failed and nothing is charged. Sanitat does not say whether SMS parking works from a foreign SIM card. Parking is the renter's cost under the hire terms.

Is it easier to leave the car and take the bus from the airport?

For a first night inside the zone with no parking arranged, the airport lists two bus options into the city. The official Platanus shuttle leaves shortly after landing, and public Libertas lines 11, 27 and 38 run daily to and from the airport. Platanus says its airport bus stops once at the Old Town, at Ploče gate, and ends at the main bus station in Gruž.

A hire car can still start the trip at the airport the next morning, or come from the city-delivery cars in the Dubrovnik search, whose delivery is shown as a cost on the car.

Where does the car go once I am parked?

The Tourist Board says parking outside the centre makes it possible to use a car to explore the surrounding area. Cavtat is 10 minutes from the airport by routed time, Ston about 1 h 25 on the D8 north, and the border with Montenegro is on the main coast road south. The headlight and alcohol road rules in Croatia apply on each of those drives, and crossing into Montenegro needs the rental company's permission.
